Villa De Palmas Road Paving
Brevard County is now ready to start repaving the Villa De Palmas neighborhood. They put door hangers on the first phase and did not exactly give them very much lead time, basically saying, we are starting work tomorrow and if your car is on the street, it will be towed. What if you are on vacation and not available to move your car from the street. So, for the rest of us, this is your heads up! I would expect any road in the neighborhood that was not recently paved to be part of this effort.

Villa De Palmas Main Entrance North Gatehouse Damage
The Villa De Palmas Main Entrance North Gatehouse (Neighborhood Exit) has suffered damage to the roof, nearest the road. A Firetruck was leaving the neighborhood to turn left, waiting for traffic to clear. An Ambulance, waiting behind decided to pass to the right to make a righthand turn. The Ambulance smacked the North Gatehouse knocking a section of the roof off the building. We all know how it looks like it could be two lanes, but it's not, for a reason. They contacted us and we are working with them to obtain quotes, find a contractor and work with their insurance company to repair the damage.
NOTE: Having repairs such as this, painting and maintaining the gatehouses, purchasing fresh flags, maintaining the flagpole and surrounding gardens, electricity, irrigation, keeping the grass mowed, keeping the trees trimmed is why we need your support. Please pay your 2025 dues if you have not already. Thank you!

Villa De Palmas Main Entrance Construction Project
The contractors have completed the sewer and storm water pipe repairs, and reurfaced the street. We are working with them to repair grass and irrigation that was damaged by the contractor.

GATEHOUSE PAINTING PROJECT
Your HOA Board has collected the feedback regarding paint colors and is moving forward with contracting this work. The colors chosen were Sherwin Williams Cottage Cream as the base and Tricorn (black) for the tiles and trim. Work should be begin soon.

BREVARD COUNTY FREE NOTIFICATION SERVICE
To help prevent property fraud in Brevard County... The Brevard County Clerk of the Circuit Court & Comptroller’s Office offers a free Recording Notification Service via automated emails. Citizens can request monitoring up to 10 different names or property descriptions per registered email address. When a document is recorded into the Official Records of Brevard County, Florida, with an identity that is being monitored, an email will automatically be sent to the registered email address. In order to avoid potential undetected property fraud, we recommend homeowners periodically check the Official Records of Brevard County, Florida. Although checking the Official Records does not prevent the possibility of fraudulent activity from occurring, it does provide an early warning. If you suspect a document was fraudulently recorded against your name or property, you may file a complaint with your local law enforcement agency. You may also contact the Brevard County Clerk of Courts Reporting Fraud, Waste & Abuse division at 321-637-6541 or via email here. Additionally, please feel free to seek the advice of an attorney skilled in real property matters. AT&T Fiber coming to Villa De Palmas
AT&T is planning to upgrade their existing infrastructure to a new state of the art fiber to home network. In order to do so they need to upgrade portions of the existing infrastructure within the easements and right of way in our community. There is no cost to the community. This upgrade work will require some digging, underground boring and the installations of underground vaults flush mounted to the ground (similar to water meter boxes), connected by underground fiber and conduits at various locations throughout the community within the legally platted utility easements or right of way. Most homes in the community will be affected by the upgrade. AT&T and its construction contractor guarantee that all disturbed areas will be returned to like or better condition by the end of the construction period, and they will always keep a safe work area. During this time, you will see increased traffic and construction workers in our neighborhood. Locate flags will be placed and paint utilized to mark underground facilities. These are for the protection of your community’s utilities during construction. We ask you and your landscapers not to remove these flags as it is a State Law that they remain in place during construction. Residents will be notified by door hangers about 2-3 days before community construction. AT&T will be starting construction in the fourth quarter of 2024. Updates to follow.

Villa De Palmas Main Entrance Construction Project
Brevard County and their contractors want to complete this project. They are working it as quickly as possible. Your HOA has been in constant communication with the County and Contractors as they uncovered unknown issues with the project. This project is currently waiting on supply chain delays with critical parts and equipment needed to complete the project. Once we get an actual ETC (Estimated Time to Complete), we will provide another update.
Brevard County Update: During the gravity pipe install on Via De La Reina, our contractor found a compromised stormwater culvert pipe where the asphalt settled on the north bound side which intersected our sanitary pipe that needs immediate attention. That compromised pipe and headwall needs to be replaced/elevated to avoid conflicts with our gravity pipe. A joint effort by Public Works Road & Bridge Engineering Department, Utilities Engineering Department and Consults engineers are in a 90% design review status.
05/10/24: The County has informed us they will be paving the entrance next week as the current temporary pavement is in very poor condition.
11/06/24: The County has informed us they will begin staging equipment and materials and will start working again by the end of January 2025. Projected to be complete by end of March.
12/15/24: The County has begun staging equipment and materials to complete this project

Villa De Palmas Main Entrance Construction Project Redirecting Traffic
Brevard County has contracted with Metro Equipment for the Sykes Creek Lift Stations C-08, C-09 & C-10 Improvements Project. Lift Station C-10 is located on Courtenay Parkway at the Villa De Palmas main entrance on Via De La Reina. The contractor will be redirecting the flow of traffic going East though the West bound entrance. They will need to close the east bound side for up to 1 month however traffic will still be able to flow though this entrance as both east and west bound traffic will be directed to the same side (what is normally west bound only traffic). They will be starting construction approximately early next week or early the following week.
Specifications for the Sykes Creek Lift Stations C-08, C-09 & C-10 Improvements Project include, but are not limited to: the rerouting of the force mains that leave lift stations C-08 and C-09, the rehabilitation of lift station C-08, the replacement of lift station C-09, and the abandonment of lift station C-10. At C-08 approximately 1200 linear feet of 6-inch HDPE force main and 330 linear feet of 6-inch PVC force main will be installed to divert flow to the gravity collection system of C-09 and the lift station will be fully rehabilitated. At C-09 the lift station will be replaced to accommodate flows from C-08 and C-10 and 475 linear feet of 10-inch gravity sewer will be constructed to connect the existing system to the new C-09 lift station and approximately 75 linear feet of 8-inch force main will be installed to tie into the 24 force main on North Courtenay Parkway. The existing lift station C-09 will be abandoned with the wet well converted to a lined manhole. Lift station C-10 will be converted to a manhole and 635 linear feet of gravity sewer will be installed to divert the flow to the gravity collection system of C-09; and all other incidentals including demolition necessary to complete the work.

Villa De Palmas Flag Pole
At the last VDP Board Meeting, the Board unanimously agreed to replace the bent flag pole. The work on the flag pole will begin the weekend of 4/2/2022. Volunteers will remove the existing bent pole and remove the base in preparation of a new base and pole. The new pole will have a higher wind rating than the old one. It will be the same height but larger in diameter. We expect the new flag pole to be in place within 2 weeks.
Update 4/11/2022 - The Flag Pole has now been replaced.

Sea Ray Drive Bridge
Brevard County County Commissioners unanimously approved going forward with the $5M replacement of the Sea Ray Drive Bridge

County officials estimate construction will take 18 months. We have not yet received a start date for this project. Once known, I will post it here.
Villa De Palmas Road Work
The roads, curbs, drainage, and sidewalks within Villa De Palmas are maintained by Brevard County Public Works.
In addition to maintaining the structural integrity of County-maintained roads (i.e., repair of potholes, washouts, etc.), Brevard County Public Works activities include:
· Maintaining all County jurisdictional ditches and related drainage structures.
· Preparation of these roads for resurfacing and paving and coordination of work through private contractors.
· Reviewing newly constructed roads, prior to acceptance by Brevard County, for compliance with all standards and requirements.

Road work within the Sykes Creek Drive area was completed in October 2021. Speed humps were added to Sykes Creek Drive at that time. The remaining roads within the community are not scheduled to be repaved until 2024. If speed humps are desired on Via De La Reina and/or Via Havarre, a petition would need to be completed ASAP.
Our Community is located within the Brevard County Mosquito Control Management Area 32A. We were last sprayed 7/25/2023.

Villa De Palmas is within the St. Johns River Water Management District’s watering restrictions which are designed to ensure the efficient use of water for landscape irrigation.

The restrictions allow enough water to maintain healthy landscapes year-round. The mandatory restrictions specify the time when watering may occur, the amount of water that may be applied, and the days when watering may occur for residential and nonresidential locations.
